BY-LAWS

NORWICH GOLF CLUB ASSOCIATION

 

 

ARTICLE I

 

MEETINGS OF THE BOARD OF GOVERNORS:

Section 1. The Board of Governors shall meet at the call of the president on or about the fifteenth of each month throughout the year. Additional meetings shall be held when, in the judgment of the president, they may be necessary. The order of business shall be:

Roll call

Reading of the minutes of previous meeting

Reports of the officers

Reports of the committees

Unfinished business

New business

ARTICLE II

 

COMMITTEES:

Section 1. There shall be five standing committees:

Greens and rules committee

Tournament committee

Handicap committee

Entertainment committee

Scholarship committee

 

Section 2. The Greens and rules committee shall serve as the representative of the Association membership with the Norwich Golf Course Authority in matters concerning local and temporary rules, and conditions of play of the course. It shall work with the Tournament committee in designating conditions of play in all Association sponsored events. The Greens and rules committee shall consist of the Club professional and at least two members of the Association.

 

Section 3. The Tournament committee shall arrange and have charge of all tournaments and competitions of the Association, including Junior and Women’s competitions, subject to the approval of the Norwich Golf Course Authority. It shall select and direct all teams to represent the Association in matches.

 

Section 4. The Handicap committee shall be responsible for maintaining an effective handicap system for the members. It shall maintain a list of current Norwich Golf Course members and ensure that all scores are posted in a timely manner.

 

Section 5. The Entertainment committee shall be responsible for organizing all Association entertainment subject to approval by a majority of the board.

 

Section 6. The Scholarship committee shall award scholarships to high school seniors who are members or dependents of the Norwich Golf Course Association members, who have been accepted to an institution of higher learning.

 

ARTICLE III

 

PAYMENT OF BILLS:

Section 1. The treasurer shall pay charges against the Association incurred in routine operation, and other charges amounting to not over twenty-five dollars each, when bills therefore shall have been approved by the chairmen of the appropriate committees. No purchase of more than twenty-five dollars shall be made unless prior permission shall have been given by the board. Bills for items costing over twenty-five, permission for the purchases represented having been given in advance by the board, shall be paid by the treasurer after they have been approved by the proper committee chairman. The signature of both the president and treasurer shall be required for all monetary withdrawals from any accounts in the name of the Norwich Golf Club Association. The treasurer shall be authorized to maintain an emergency cash fund not to exceed thirty dollars. ($30.00).

 

ARTICLE IV

 

AMENDMENTS:

Section 1. These by-laws can be amended by a majority vote of the membership present at a meeting called for the purpose.
